おかあさん、あいしてる。
Okaasan, aishiteru.

You can also say:
お母さん、私は　貴方を　愛してる。
おかあさん、わたしは　あなたを　あいしてる。
Okaasan, watashiwa anatawo aishiteru.

I would say the first one, it's much better I think.
Instead of "お母さん" you may use "母" (haha) as well, but I do prefer Okaasan, it sound better when you want to say something to someone.
