Who is in the pictures? or Who is the owner of the pictures?

I think both are true.There is not an exact expression to explain this situation.But i think s/he wants to know 'who is the owner?'. But the other option is also true

It seems as if the owner is asked altough it is not clearly understood.

Why those quotation marks?
