Hard to say! I will now try to explain as best as I can:

In Italian "proposito" is something one wants to do in the future, but it is uncertain whether he/she will eventually succeed in doing so, or whether he/she will ever even try. As soon as Christmas comes, many people in Italy draw a list of "buoni propositi per l'anno nuovo", i.e. what they want to accomplish during the following new year. Future is uncertain, and so are the things written on this list. So many people end up having the same list every year at Christmas.

Now let's return to your question: the speaker wants to learn Dutch in the future. Or, at least, he has a strong desire to do so. What is uncertain is: will he ever even try?

Hi Alex,

In that case I think it is best to translate this with the same word we use for 'buoni proposito' (but without the 'good', or it would sound too much like a New Year's resolution). Thanks!
