Ok, so this is a kind of liturgy of Jewish-Yemenite origin. The text in the request is actually only the first 2 lines from it, and there are 7 verses altogether, in Hebrew and Arabic.
A part of the original text is missing from the first verse, and I have added it in brackets.

The text has many repetitions. This is what it means:

First verse [minus the repeats]:
If the gates of the generous have been locked, the gates of heaven [are not locked],

Second verse [repeats]:
If they are locked

Third verse: [minus repeats]
Living God, greater than the angels [lit. cherubs]
All were created by his spirit.

In non-poetic words, it means that God is always merciful and his grace can be trusted above the best of humans.
