I would like to know what the text is about.
I have tried my best to figure out what it is all about but I need your help. It is a legal text after all, and it isn't easy to translate.

This looks like part of the terms and conditions for use of a system (probably online) to place orders, to bid for projects or to carry out transactions.
When signing this clause, the user agrees that every time he uses this system, he represents himself and his clients. He also gives the warranties on behalf of himself and his clients.
The first part I interpret as saying the user may be a company or other non-person, in which case the person signing confirms the user is represented by an authorised person (officer, agent or representative).
All a bit cloudy and not very specific, but essentially saying 'the entity using this website represents itself and its clients, offers the warranties of itself and its clients, and uses the system through an authorised person' as far as I can see.
