Sorry if I insert myself in this discussion...
The insertion of the verb is a good idea, but in many latin sentences the verb is really omitted and this is absolutely correct (think about "Dura lex, sed lex", or "Nulla poena sine lege". Perhaps the rule No 4 could consider an exception in case of (authentic) latin sentences which are *originally* without a verb.
