The Portuguese seems to mean literally "This has the importance that it has ...".

The Esperanto translation literally means "This one is important as it is important ...".

A literal Esperanto translation of the Portuguese would be "Cxi tio havas la gravecon, kiun gxi havas ...".

In any case, what is the meaning of the original? It sounds tautological to me.

Yes, the literal meaning of the original is "This has the importance that is has". When translating into Esperanto, however, I'd preferred to use the verb "gravi", which sounds more "Esperantic" to me, in order to translate "to have importance". The overall meaning isn't damaged at all.
