This sounds like the way some one would end a letter - his name is Oğuz, and öptüm means "kisses" when it's in this context - literally it means "I kissed", but it can't mean "I kissed Oğuz," because then it would have to be "Oğuzu öptüm". I hope this helps!

I don't know anything about Romanian names, but OÄŸuz is a fairly common Turkish name. Anyway, why would someone who isn't Turkish write in Turkish to a Romanian?

I think I misunderstood your question about the name. Yes, it's a very old Turkish name for a boy/man. I don't think it has a translation in any other language.
