I have a suggestion to make this sound more fluent in English; could you let me know if you agree please, as I don't read Russian?
Here is my suggestion:

Statement. (could 'Request' be used here?)
I would like to request a vacation (without content? -> what does this mean?) from 13.05.2013 until 10.06.2013 because of family matters, with my duties being temporarily transferred to engineer M-Ru (is this a name?) Smith, road builder.

Hi Lein,
I'm not sure if this is the perfect way to write a formal letter, but the meaning is:

"Request.
I would like to request a complimentary vacation from 10.06.2013 on 13.05.2013, due to family reasons, with temporary transfer of my duties to the road engineer Mr Smith."

(by complimentary I mean 'with no payment')

It was mainly the 'without content' part I didn't understand, but I have incorporated some of your other suggestions as well.
