i want to know the meaning of the text

When somebody submit a text to be transalted and his number of point is negative, he have to make a translation to gain points before the transaltion is submited to tranaltors. His submition is invisible until his number of poitns is negative. If after %d weeks, he's still negative, his translation is deleted.
