Desechadas, pues, estas ridículas dudas, sólo el emperador será justamente reconocido así único legislador, como intérprete de las leyes; sin que por la presente ley, se derogue nada respecto a los autores del antiguo derecho, porque también a ellos les concedió esto la majestad imperial.
