'Ik zie je graag' can be translated in different ways.
A child who says to his father : "Papa, ik zie je graag" would be the same as "Daddy, I love you".
If you say this to a good friend, it can mean "I like you or I'm fond of you".
It depends a little bit to who you say it and in what context.
In this case maybe if she just made a new friend it would be better to say "I like you".

I think this is one of the issues Dutch from the Netherlands/Dutch from Belgium.
Martijn, one of the Dutch experts, once said me that "Ik zie je graag" isn't used in the Netherlands to express love, but it is in Belgium.

So, the translation is fine, but if you like to be more careful, follow Kfeto's advice.

If the original text is written in Flemish - which I think can be assumed, since it's not a Dutch expression as far as I know - the translation 'I love you' may be correct (as Urunghai/Dennis once told me).

The literal translation 'I like to see you' sounds a bit sticky to me. But as this translation is Dutch > English, there should be no Dutch/Flemish problems whatsoever.

I think that nit picking between love and like is not all that important to the translation since the point of the translation is what is happening and not the degree. I would hardly think that we should reject a translation on the grounds of love or like, so I would accept it with an 8 out of 10 score.
