Well the text isn't certainly in Urdu. But it is as well you mention allama Iqbal. He's famous for for being the composer of one of the most popular nationalistic song of India (http://en.wikipedia.org/wiki/Saare_Jahan_Se_Achcha). and to my knowledge he has works in Urdu and Persian. I don't know if he ever worked in Arabic. But this text seems to be in Arabic.
