Someone is trying to create their own "Japanese"...
Properly romanized, this would be:
domo ne, kisu, ja ne yo
I guess this is supposed to mean:
See you later, kiss, see you!
However, the last "ja ne yo" is totally ungrammatical for a Japanese person, and Japanese people don't say (or write) "kiss" at the end of their messages...
Why do people insist on torturing the poor Japanese language with their own silly "creations"...

I think it is tooooooooo late to response...
Ian whom i am respecting has already explained very well about grammer of this phrase...
(Don't know i can explain as well as Professor.Ian whom i respect...)

So,i would like to talk about "Ja ne yo".
"Ja ne yo" is used in such a situation...

For example,

Case1

Boy:
お前はオレのことを馬鹿にしてるのか?
You are playing me around?

Friend:
はァ?そうじゃねえよ
お前がおかしなこと言うから注意してやっただけだろうが!

What? I do not playing around you!
You said strange thing,i just gave you advice!

Case2

Girl:
私のこと嫌い?
You dislike me?

Boy:
ああ…
Yeah...

Girl:
そっか……私のこと…恋愛対象に見れないのかあ……
Ok...so i cannot be your love interest...

Boy:
そうじゃねえよ。そういう意味での"嫌い"じゃない。上手く言えねえけどよ……その……
お前のマイナス思考が嫌いなだけなのかもな。
それ以外はお前のことが好きでたまらないんだと思う。
No,"Yeah" do not mean that sense...
I cannot say very well...A reason why i dislike you...is that I might dislike your negative thought only...
Except it,i think i am junkie for you...

As you can see,
ねえよ(Ne Yo) is an advercial phrase changed from a advervial phrase ない(nai)...

But it is normally used for young people in Kantou area...in "creations"(I think Professor.Ian would like to say Animation,or Comic...)

I am living in Kyoto,i have a opportunity to use that phrase, but seldom.
When i use it in front of my friend,my friend will laugh because they think i am playing around.

I used to talk dialectly with my friend from Shizuoka,(He speak japanese of Kantou-dialect in front of me)
I have never seen he was using "Ja ne yo" to me.

When ne yo is used, normally it means
"What you said make me be in bad-mood",or "You said as you understand everything, but i want to deny it"...

Case 1 is the former case!!
Case 2 is the case of the latter!!!

In criation(not only japanese animation but also every movie),common sense of this world cannot exist...because criation somtimes have to describe something exaggerated and impossible to emphasize message of the story.

So,i think phrases used in criation should not be used at conversation in our life...

I have seen a portuguese who use phrase
"ぶっ飛ばす(Butobasu)(I'm gonna blow your head off!)" when he talk with japanese...

I thought he had not education...

Not only he but also i used many phrase without education when i asked for phrases of Tropa-de-Elite to translator in this site...

When i think back,i want to hide because of shame...i want to give lecture to myself...
