It can be also expressed in ablativo absoluto: Hominibus colloguentibus... if you want to say: "People while talking(are getting to know each other)".

2) A rough bridge would be "It's by talking (to each other) that people understand each other".
Sincerely, I am not sure that colloquentes is the best translation of "by talking". I think that gerundium modus declined at the ablative case (in which way?/quomodo?) would convey better the source text.
