RAMS with task or without?

In our written proocedures I stipulate that the SSOW/MS are developed from the RA then briefed by the manager to the staff so they know how to safely undertake the task - this is also signed for.

In the procedure it states that the RAMS must be kept with the individuals doing the task - so if they go off site to do repairs they can always access the SSOW if required. A manager has challenged this process and has said the briefing and signing of the briefing is suffient to ensure the risks have been considered and that the work will be carried out in accordance with the training and the briefed SSOW.

So the question is - if an accident occurs and the RAMS were not with the task then are we culpable as an organisation for not ensuring that they had the necessary IITS for the task. When I go out and do an audit and find limited documentation I raise this as an issue even if the employees can talk me through the task ad the controls.
