Both of these are by the Berlin architect Dr. Carl Ch. Lorcher, who is a member of the Istanbul Development Commission. The plan for the old city was not found appropriate since it was decided that it was not implementable. On the other hand, the Yenisehir plan, also known as the "Lorcher Plan", which encompasses 150 hectares surrounding today's Sihhiye, was implemented. | | Longer sentences should really be broken into smaller ones when translating them into English. You have improved my last sentence by breaking it into two sentences.

"eliyle" could have been "tarafindan" or "-ince" ("firmasinca" ).
If you take the clause in the middle out it becomes clearer:

Ch. Lörcher’e yaptırılan planlar ile baslar."
