You've got two instances of inner-city Black street slang in here:

1) to be down (with something) = to approve (of something)

2) to hang (out with someone) = to spend time (with someone)

So ... "Who's down to hang?" means "Who wants to spend some time together?"

Bonjour Quayy, kafetzou a donné une explication à cette expression qui est une forme d'argot, maintenant nous manquons un peu de contexte, doit-on traduire par "qui est d'accord pour que l'on puisse passer du temps ensemble"? la signification est bien là, mais le style, s'il s'agit d'une expression argotique, n'y est pas quant à lui, car je vois mal des ados s'exprimer ainsi (je peux me tromper)
