No such word "uplan"

I found an "UPlan" HERE on the internet, maybe it has to do with urbanism, a kind of a plan which determines what is going to be set on some areas according to some analyses. In French it is named "POS", I think, which means "Plan d'Occupation des Sols" (initials)
(where to build a factory, where to build a school, where to build a supermarket, and so on...). UPlan is some initials, and it must have an equivalent in Hebrew, do you know it, milkman?

Thanks Francky, but the context here is very florid language, almost biblical, so I'm sure it doesn't have anything to do with that. It's a typo. The rest is also not easy to decipher (I'm not sure anybody will be able to...), but this specific word has no meaning at all in this case.

Hehe; biblical uh? (very often with Hebrew on this site, I think people want to check wether it was well translated into their mother-tongue - as I think it must exist one sample from the bible in most of the languages
